A lot of what the barangays do is delegated City-government -work. I know they handle security on the local level such as Barangay Tanods, CCTV (yeah, mine put this up). I'm sure they have a say on local transport such as the tricycle routes, and are part of the discussion when greater commute routes intersect their part of town - jeeps, fxes are the most common. They also handle the flow of traffic (which admittedly only involves the blocking of roads) during barangay-wide festivals.

But yeah, now that you mention it, I wonder what else they do. Do they have Barangay-level law ordinance powers like Cities do? Do they have any direct control over public works in their sector, or handle other government services?

A lot of times, the problem is admittedly budget. It's hard to "dream big" when you have a pittance of funding and you have to recover election money / perform PR. They do what they can, corruption aside. (Sad reality. It takes money to get elected - from a personal standpoint, the barangay official has to make this back, minimum, unless his job objective is to get into public service / office and lose money without currying favors from any rich benefactor.)
