LOL. I've only guessed it before, but then I've observed streetlights turning themselves on when clouds are heavy during daytime, and turning off briefly when lightning flashes overhead :p

This reminds me of that elusive one-quest-per-d ay in WoW where a wizard would ask you to switch on the lights of Dalaran at around 6pm game time.
