This question feels almost Zen.
Maybe he puts it back in and the replicator "recycles" it. Otherwise it goes back to its mother Mrs. Potts in a cupboard on the holodeck.
I've already imagined the Enterprise being easy to track just by following the trail of teacup-space trash in its wake
I am choosing to imagine a ridiculous universe in which, when nobody is looking, Picard violently throws his empty tea cups onto the floor with all the manic fury he never permits himself outside of this one small ritual.
