I've given up on doing enough research for an optimal performance/ price rig. I just go to pcexpress with an approximate list and substitute out whatever is out of stock. Anyway, unless one is spending ridiculous amounts for the bleeding edge video cards, good enough is actually pretty powerful because developers have to limit requirements to console specs.

I agree. Research is really a must when deciding which gaming rig to get among MacBook Pro, iMac, and Mac Pro.
you make it sound tedious but I find it exciting. =D if you're building a desktop rig, i would suggest dynaquest. surprisingly, my 3-year old, mid-range setup isn't too far off from Fallout 4's recommended settings.
Your rig will work around your budget. With a budget in mind, it's easier to pick which parts to get. I'll pm you a website for parts. :)

This. So much. And if there's a developer who likes to push the envelope, the game has a high chance to get into development hell anyway.
The research is more of to figure out which components have known problems - so that when I'm there and have to substitute I don't choose something flaky :p
Sometimes that information is not immediately obvious. On my last build, the Palit video card I chose would not work at all with my Gigabyte motherboard. Took a fair amount of googling to find just one forum post with the same problem. I ended up exchanging the vc for an MSI one.
